Integrated Crash Reporting System

We sometimes get reports from Windows users that say, "My Vidalia crashed!" and that's about it. We'd love to fix these bugs, but extracting useful backtraces from users via gdb on MinGW is usually an abysmal failure.

A better solution may be to add an integrated crash monitoring and reporting system. Google's breakpad looks like a promising option.
